Youth Leadership Council Bluffs (YLCB) is an intensive, 9-month leadership development experience produced by the Council Bluffs Area Chamber of Commerce. The program runs September through May and immerses participants in sessions covering local government, economics, healthcare, education, community development, and leadership skills.
